Abstract:

​​With the adoption of the Paris Agreement and the IPCC’s Special Report on Global Warming of

1.5°C, carbon neutrality has become an international shared goal. In terms of air pollution, it is

anticipated that this will result in co-benefits of improved regional air quality. Northeast Asia

(NEA) region, including South Korea, China, North Korea, Mongolia, Russia, and Japan,

accounted for more than 30% of the world’s CO 2 and PM 2.5 emissions. For global climate change

mitigation, significant changes are necessary in NEA, and there is significant potential for

aligning the implementation of climate policies with regional air quality policies. Due to

prevailing westerly, transboundary air pollution has been a big issue in the region, which

account for 20~60% of PM 2.5 concentration in South Korea. The need for a transboundary

approach to manage air quality with the Integrated Assessment Model(IAM) for NEA, therefore,

is very high.

In the Air Quality in Northeast Asia (AQNEA) study, carbon neutrality-clean air scenario

pathways for Northeast Asia(NEA) were developed, emphasizing transboundary air pollution

alongside socio-economic, energy, and policy changes. In most scenarios, PM 2.5 concentrations

were improved due to energy transition and air pollution control - with different level due to

transboundary influence. Decoupling tendency between concentration and health impacts

were found due to population aging in more developed countries, such as Japan and South

Korea. Integrating clean air policies with carbon neutrality ones were found to be very

important to understand and reduce premature deaths in the region, which also emphasizes

necessity of IAM-ESM (Earth System Model) linked research.
